Genachowski Continues Spectrum Auction Push

Federal Communications Commission Chairman Julius Genachowski stumped for auctions of incentive in a speech Tuesday at the Washington headquarters of online coupon / deal site LivingSocial.

Genachowski said an auction, in which broadcasters would be compensated for Cancellation of the spectrum, was supported by "a number of owners of television stations recognize that these auctions would be a win-win", and by companies representing "one billion dollars in revenue."

It set the gain for the "taxpayers" of the auction or auctions, to $ 25 billion - money remaining after payment of the broadcasters and the funding of a broadband network would be made interoperable emergency the Treasury.

"It's an incentive based approach, built on a strong free market principles, which would free up large blocks of spectrum for sea mobile broadband while maintaining a strong and healthy business TV."

Broadcasters challenged the "strong and healthy" portion of the land, is concerned that the repackaging of the stations the FCC will need to create a large enough section of the waterfront could reduce their coverage areas, increase the possibility of interference, and limit their ability to offer a range of services such as Mobile DTV multicast channels and possibly 3D.

Rep. Greg Walden (R-Ore.), chairman of the Subcommittee on Communications, plans to mark a version of a bill auctioned spectrum incentive next week.The chairman of the Senate version included support of the President of the Senate Commerce Committee Jay Rockefeller (DW. Virginia) jobs in its bill.

Genachowski cried out to Bill Rockefeller in his speech, saying, "Thanks to the commitment of Senators Rockefeller and [co-sponsor the Republican senator from Texas Kay Bailey] Hutchison, this legislation was approved by the Committee Trade of the Senate on a bipartisan vote 21 -4. But the bill has not yet become law. A crisis spectrum of trades, and delay costs are high and increasing every day.

NTIA Won't Immediately Gain Access To DTV Coupon Money [Multichannel News]

President Obama signed the economic stimulus bill yesterday, which contained $650 million in additional funding for the federal government's digital television converter box coupon program and consumer DTV education. Last month, the federal agency responsible for the program announced that it had run out of money, just weeks prior to the digital transition deadline. The program started a waiting list for the coupons, which now totals 4.2 million requests - nearly as many households as the number that remain unprepared for the digital transition.

While the additional funding will restart the coupon program, it may take a few weeks before coupons begin hitting mailboxes again. The lag time is due to the normal course of bureaucratic red tape that exists when a new appropriation is made by Congress. Still, the coupons won't be available to consumers in markets with stations that switched to digital television this morning - that was 641 stations by last count.

I'll be following digital transition news closely over the next few days as we find out how the transition is going in those markets that opted to go ahead with a February 17th digital switch. Mike posted a comment on this blog asking why I keep writing about this since our customers are already prepared.
