The audit of 10 months revealed that an "active offer" of bilingual services is non-existent in most airports - with the exception of Montreal-Pierre Elliott Trudeau International Airport, where the active offer was made less than half the time.

The audit also found that the active offer of bilingual services on aircraft are not always provided. Flight attendants said they usually wait to see which language the passengers of the first uses.

Under current rules, Air Canada's services must be offered in both official languages ​​on flights where there is significant demand, and on board all flights on routes that are designated bilingual. A tour of Air Canada is designated bilingual when:

It starts, has a stop or an airport terminal in the National Capital Region, the region of Montreal or Moncton. Air Canada services in the field should also be offered in both official languages ​​at airports that receive at least 1 million passengers per year or if the demand for services of an official language minority community is at least five percent .
